Stamps2Go Account Escrow Policy
As a seller at Stamps2Go, whenever you receive a sale, the funds are collected immediately from the buyer through the PayPal payment service. When you acknowledge the sale by logging in and entering a shipping date, the funds are transferred to your Stamps2Go account, where they accumulate until you request payment.
One ever-present risk of selling through the mail or on-line is that the merchandise will get lost in the mail (or the buyer will make such a claim). Our transaction history at Stamps2Go shows that the risk of this happening is extremely small. But it is always possible that an unscrupulous buyer will attempt to defraud the seller by claiming non-delivery of goods and requesting a charge-back through his PayPal account. Likewise, it is possible that a dishonest seller will sell items and then fail to deliver them, leaving Stamps2Go with the responsibility of refunding the buyer's money.
Since all funds are collected from the buyer by Stamps2Go at the time of purchase, our sellers are normally insulated from the direct risk of charge-backs, because any charge-back initiated by PayPal would be deducted from the Stamps2Go PayPal account - not the seller's account. Stamps2Go will deduct the amount of any charge-back we incur from the seller's Stamps2Go account. If there is an insufficient amount in the seller's account to cover the charge-back, a negative account balance will exist until offset by proceeds from future sales. Stamps2Go is willing to accept the possible risk of not being able to recover chargebacks from the seller for small and medium sized orders. However, for sales orders of $100.00 (USD) or more, and for new sellers without a track record, we must have an escrow policy in place that ensures we can recover the loss from the actual seller of the merchandise, or prevent a fraudulent seller from obtaining the funds.
New sellers at Stamps2go will have a probationary status for 90 days from the date they first register as users. During this period, the proceeds for any order, regardless of size, may not be drawn from your Stamps2Go account until the order is complete (see below for definition of a "completed" order).
After the seller probationary period, when you receive a sales order for $100.00 (USD) or more, the funds from that sale will be held in escrow in your Stamps2Go account, and will not be available for withdrawal until the order is complete. The order will be considered "complete" when one of the following occurs;
Sellers may check the completion status of their orders at any time by clicking the "View Sales Orders" button on the "My Account" page. Any sales orders shown as "Complete" are not held in escrow. And, unless you are still in your probationary period, an order with a total less than $100.00 is not subject to these escrow requirements.
In the event that a charge-back action is initiated by the buyer, and PayPal places a hold on the funds, Stamps2Go reserves the right to extend the escrow period until the PayPal investigation is complete. If the PayPal charge-back investigation results in a refund to the buyer's account, the amount of the mandated refund will be paid from the funds held in the seller's Stamps2Go account and will no longer be available to the seller. Stamps2Go also reserves the right to temporarily withhold fund transfers if you have open complaints against your account and have not responded to Email inquiries regarding the complaint(s). If there are insufficient funds in the seller's Stamps2Go account to cover any refunds or fees that are due, the account will show a negative balance that will offset proceeds from future sales.
As a seller, you can greatly reduce your chances of a charge-back by requesting signature confirmation when shipping large orders. Although there is an additional cost required for this service, it would provide proof of delivery that is generally acceptable to PayPal. However, signature confirmation may not be available for international shipments.
